    A: It is based on rainfall records over the past 30 years, said Glenn Burns, chief meteorologist for WSB-TV. State climatologist David Emory Stooksbury, an associate professor at the University of Georgia, said the normals for temperature and precipitation are recalculated every 10 years. The 1971-2000 normals are being used now, and after 2010, the normals will be recalculated using 1981-2010 data. (Atlanta Journal-Constitution -- World)
