Executioners struggled for more than two hours to locate suitable veins for inserting IVs into 53-year-old Romell Broom, who was sentenced to die for the rape and slaying of a 14-year-old Tryna Middleton in 1984. Ted Strickland on Wednesday tapped the nonprofit , a subsidiary of Columbus group BioOhio, to work with the state Department of Insurance on a new collaboration to help the health-care industry transition to electronic medical records and create a safe statewide network for accessing patient information.
